Its a very common name obviously but it is a insult where I grew up for a very specific reason.

The pro hockey team had a guy with Downs syndrome that worked with the equipment and was good friends with Gretzky. The guy's name was Joey Moss.

So if you were an insensitive kid, you pulled a face and did mumbled Jooeeeey, if your friend did something dumb.

Also I feel "You're smoking crack" has lost some of its currency.

IoC. Here it was because of a man called Joey Deacon, who had cerebral palsy. He appeared on a children's tv programme called Blue Peter, amongst other things.

He also had a friend who it was claimed was able to understand the sounds he made and would sit next to him translating. We, of course, made up endless jokes based around the idea that he couldn't, and that Joey's agitation was born of his outrage at the words his friend was putting in his mouth.
